Certified Lead Renovator (Initial)

EMI classes are only available through the Indianapolis Ivy Tech campus at this time. For more information, contact Indianapolis-EMI@ivytech.edu.

Any renovation, repair, or painting activity that disturbs more than a de minimis amount of paint in pre-1978 homes or child-occupied facilities must be supervised by a Certified Lead Renovator. This EPA- and HUD-approved course, delivered under the supervision of the Ivy Tech Environmental Management Institute (Indianapolis), provides the training required to safely perform and oversee these activities.

Federal rules define target housing as most U.S. housing built before 1978 and child-occupied facilities as pre-1978 buildings where young children regularly spend time. Anyone responsible for disturbing painted surfaces in these settings must be trained and certified. This course fulfills the certification requirements established by:

  • U.S. EPA (40 CFR 745, Subpart E)
  • U.S. HUD (24 CFR 35) for individuals conducting interim controls

Through a combination of classroom instruction, demonstrations, and hands-on skills practice, participants learn how to protect residents-especially children-from lead hazards during renovation work. Successful completion of the course, hands-on activities, and course exam qualifies participants to become fully certified Lead Renovators.

Upon successful completion of this course, participants will be able to:

  • Explain the health effects and risks of lead exposure, particularly for children and pregnant individuals.
  • Identify lead-based paint hazards in pre-1978 housing and child-occupied facilities.
  • Interpret EPA and HUD regulations governing renovation, repair, and painting activities, including de minimis thresholds and certification requirements.
  • Conduct pre-renovation checks and occupant communication, including required notifications and documentation.
  • Implement lead-safe work practices, such as containment, dust minimization, and cleaning protocols.
  • Perform hands-on tasks, including setting up containment, conducting safe surface preparation, managing debris, and cleaning verification.
  • Supervise renovation teams to ensure compliance with federal lead-safety standards.
  • Demonstrate competency through successful completion of both classroom and hands-on skills assessments and the course exam.
