Lead Inspector (Initial)

Lead-based paint hazards remain a significant concern in homes and facilities built before 1978. Anyone conducting full lead-based paint inspections in these settings must hold an EPA-accredited and, where applicable, HUD-certified Lead Inspector credential. Delivered under the supervision of the Ivy Tech Environmental Management Institute (Indianapolis), this course provides the training required to meet both federal expectations and state licensing standards.

The U.S. EPA and U.S. HUD define:

  • Target housing as most housing in the U.S. built before 1978
  • Child-occupied facilities as pre-1978 buildings where children six and under regularly spend time

In these environments, a certified Lead Inspector is responsible for determining the presence, location, and concentration of lead-based paint and associated hazards. HUD also permits certified Lead Inspectors to perform clearance examinations following abatement or interim controls.

This course satisfies the training requirements for:

  • EPA Lead Inspector accreditation (40 CFR 745, Subpart L)
  • HUD certification for inspections and clearance activities (24 CFR 35)

To achieve full accreditation, participants must also meet state experience/education requirements, pass a third-party licensing exam, complete the state application, and pay any required fees.

Upon successful completion of this course, participants will be able to:

  • Explain the health effects, risks, and routes of exposure associated with lead-based paint and lead dust.
  • Interpret EPA and HUD regulations governing lead inspections, target housing, child-occupied facilities, and clearance activities.
  • Identify building components and conditions where lead-based paint is commonly found.
  • Perform full lead-based paint inspections, including XRF testing, sample collection, and visual assessments.
  • Follow approved sampling protocols, chain-of-custody procedures, and proper documentation standards.
  • Interpret laboratory results and inspection data to determine the presence and concentration of lead-based paint.
  • Prepare compliant inspection reports for owners, agencies, and regulatory entities.
  • Understand the steps required for state licensure, including application, fees, third-party examinations, and experience/education prerequisites.

Employee registration is coordinated by the Program Manager supporting your training. Depending on the course, employees may register in person, through an organization-provided roster, or via a self-registration link. Your Program Manager will guide you through the best option for your specific training.
